Lt.-Col. Hon. Arthur Reginald Clegg-Hill was born at Hawkstone Hall, Hodnet, Shropshire, He was the son of Rowland Clegg-Hill, 3rd Viscount Hill of Hawkestone and of Hardwicke and Hon. Isabella Elizabeth Wynn.He married Evelyn Hilda Sinclair Bell, daughter of Reverend William Charles Bell, on 4 July 1905.
