Kasim Begić

In memoriam

Kasim Begić (1954 – November 13, 2002) was a Bosnian lawyer and judge of the Constitutional Court. He was born in 1954 in the town of Ševarlije near Doboj. He graduated from the Faculty of Law in Sarajevo in 1976. and received his master's degree at the Faculty of Law of the University of Belgrade in 1979. He received his doctorate from the same faculty in 1981. In 1995, he was promoted to the position of full professor in the subjects of finance and financial law and economic policy. He worked at the Faculty of Law in Sarajevo for 26 years, and at the same time taught undergraduate studies at its departments in Zenica and Tuzla, at the Faculty of Law in Bihać, as well as at postgraduate studies at the Faculty of Law in Sarajevo and at the Faculty of Economics in Sarajevo. In the convocation of the BiH Assembly (1990-1996), he was a deputy and president of the Legislative and Legal Commission, and a member of the Constitutional Commission of the Constituent Assembly of the Federation of BiH. He was the president of the Economic Council of the Federation of Bosnia and Herzegovina, and a member of the High Judicial and Prosecutorial Council and president of the Forum of Parliamentarians. He is a participant in numerous peace negotiations under the patronage of the international community, including the negotiations in Dayton (Ohio) that resulted in the General Agreement for Peace in Bosnia and Herzegovina (1995). He was elected President of the Constitutional Court of Bosnia and Herzegovina on June 7, 1999. His most significant contribution is reflected in the preparation and passing of the capital Decision on the constitution of the people in Bosnia and Herzegovina. He showed his diligence in work and concern for Bosnia and Herzegovina when preparing for publication the new book "The Constitution of the People of Bosnia and Herzegovina", the end of which was cut short by the death of Professor Begić. He died on November 13, 2002. in Sarajevo and was buried at Alipasha mosque cemetery in Sarajevo.
