Son of Nicolae Țino, lawyer and journalist, secretary of the City Hall of Braila. He had 8 children, 2 of whom died as infants. Graduated from "Nicolae Bălcescu" High School (1908), classmate of Vasile Băncilă and Petre Andrei. He returned to Braila, lawyer, specialising in commercial law and maritime law. Enlisted in the 38th Infantry Regiment (1915). In 1920 he married Paulina B., godfather beeing Nicolae Iorga. Member of the Romanian Nationalist Democratic Party, created by Nicolae Iorga, in which he was active and became its national vice-president. Under these auspices, between 28 December 1921 and January 1922, he became Prefect of Braila. In 1931, he was a deputy for Brăila on behalf of the PNDR (he was also elected vice-president), but also Mayor. In 1936, senator in Trei Scaune county. Between 7 November 1938 and August 1940, again Mayor. He was a prominent member of the Avântul Society and of the management of the Petre Armencea Library. Marked by the assassination of Nicola
